I thought so too. And ‘not to be messed with’ 🙂 the photographer was sitting underneath the bridge just waiting for a big wave to come through . . .

Yes, that’s the effect created by a really slow shutter. You get this special effect, but also something that does look a little out of focus, which it’s not (if you look to the pilars underneath the bridge) It’s an exiting techique often used photographing waterfalls, rivers etc. – in short ‘moving water’.
